On 4 November 2019 was held the Second Congress of the Ecological Party of Uzbekistan. In the work of congress was attended by delegates elected at conferences of the Karakalpakstan Republican, regional and Tashkent city party organizations.

Among them, scientists and specialists working in the sphere of ecology and public health, teachers of educational institutions and university students, representatives of public organizations and  mass-media.

At the congress considered issues of approving the draft election program of the Ecological Party of Uzbekistan, nominating candidates for deputies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, and providing the Central Council of the party with powers to amend the list of candidates.

At the congress was given detailed information about the work conduct in the center and in the field since creation of the party, as well as on the progress of preparations for participation in the elections to the central and local representative authorities on 22 December 2019.

In particular, it was noted that the creation of the Ecological Party was an important step in implementing reforms and improving state and social construction in the republic, a factor in the country's image growth and a unique brand of modern Uzbekistan in the international arena.

Participants of the congress noted that the adoption of the Electoral Code was a significant milestone in the democratic renewal of the country, the abolition of the quota of deputy seats in the Legislative Chamber of the Parliament provided to the Ecological Movement, opened the possibility for the Ecological Party to form a deputy corps not only in the lower house of the country's highest legislative body, but also in local council of people's deputies.

The Congress delegates of the congress paid special attention to the fact that the party has to pass a big exam, since it is taking part in the elections for the first time.

Currently, the party’s structure includes 14 territorial party organizations in the Republic of Karakalpakstan, 12 regions and the city of Tashkent, 201 district and more than 1000 primary party organizations. As a result of active propaganda and organizational work, the number of party members today is about 247 thousand people, of which 39% are women, more than 40% are young people.

The Ecological Party organizations carried out an inventory of environmental problems in the regions and formed their complete list. This will be used by party candidates in preparing election campaigns.

From the first day of its activity, the party pays special attention to practical work in the field. So, in January 23 of this year activists youth wing of the party’s in Bukhara and Khorezm regions organized action to collect saxaul seeds and conducted an environmental hashar on the territory of the dried bottom of the Aral Sea in the Muynak region of Karakalpakstan under the slogan “Help the Aral Sea”.

On 26 January this year at the initiative of the Ecological Party of Uzbekistan and its partners, a nationwide charity hashar was held with funds in the amount of 100 billion soums were listed in the Aral Sea funds.

In March of this year in partnership with the student fund of Columbia University from the USA, in the three schools of the Bagat and Shavat Yangiarik districts of the Khorezm region installed water treatment plants for drinking water, each of which produces 500 liters of water per hour, and a friendship garden was created in Muynak. where about 5000 seedlings were planted .

The party has developed proposals to solve problems in the field of solid waste management. In October of this year The Ecological Party of Uzbekistan has prepared and submitted to the Cabinet of Ministers of the Republic of Uzbekistan a proposal to use biodegradable bags instead of existing plastic bags. As you know, in accordance with the Decree of the President of the Republic of Uzbekistan PP-3730 from  May18 2018,  “On measures to further improve the household waste management system”, it is forbidden to manufacture bags from a polymer film with a thickness of less than 40 microns in the republic. Their decay requires more than 200 years.

In purpose to solve this problem, the Ecological Party of Uzbekistan with the involvement of specialists from ECO PACK LLC, has developed samples of alternative biodegradable packages that do not have a negative impact on the environment. Their samples were sent for testing to the laboratory of Wells Plastics Limited (Great Britain).

Laboratory results showed that these packages decompose within 360 hours. About which the laboratory submitted certificate No. 1067 of 03.03.2018. Under natural conditions, under the influence of air, sunlight and other factors, packages decompose in 8 months, transformation into fertilizer for plants.

These biodegradable packages, the cost of which does not exceed 230-240 sum, can be made of any size and thickness in almost any quantity.

Аs a measure to solve the problem of illegal tree felling in the country's settlements, which has been disturbing the public and causing heated debates on social networks in recent years, The Ecological Party submitted to the Government a proposal to declare a moratorium on felling of trees. This proposal was reflected in the "Concept of Environmental Protection in the Republic of Uzbekistan until 2030", approved by Decree of the President of the country on 30 October 2019.

The Ecological Party is conducting consistent work to implement the initiatives and proposals of the President of the republic, voiced at the IFAS summit in Turkmenistan in August 2018. Representatives of the party actively participated in the creation of the Multi-Partnership Trust Fund for Human Security for the Aral Sea region, the preparation and holding of the High-level International Conference under the auspices of the UN “Aral Sea zone of Environmental Innovations and Technologies” in Nukus on 24–25 October this year.

On the eve of the conference on the initiative of the Ecological Party of Uzbekistan on October 17-22, this year The first International environmental marathon “ARAL MARATHON” was held under the slogan “We are responsible for the future”. In the Eco-marathon more 30 thousand people took part, the stages of which took place in 6 cities of Uzbekistan: Tashkent, Samarkand, Bukhara, Urgench, Nukus and Muinak.

The Ecological Party has established a system for responding to citizens' appeals regarding violations of environmental standards, a “helpline” is operating. Based on the appeals of residents, public hearings were organized on the state of the impact of a number of industrial enterprises on the environment and the health of the population of the adjacent territories in Tashkent, Almalyk and other cities. In total held, hearings were held on the heads of 7 large industrial enterprises. In order to objectively assess the situation, the practice of conducting social surveys among residents of territories adjacent to enterprises was introduced.

Based on the results of the public hearings, based on the opinions expressed by the participants and proposals, recommendations were developed containing comprehensive measures to improve the environmental situation and reduce the impact of enterprises on the environment and public health, as well as on the modernization of production. Established public environmental control over their implementation.

The party’s activists carried out the necessary work on preparing the election program, forming the composition of candidates for deputies of all levels, authorized representatives and observers from the party, proxies of candidates for deputies, as well as organizing effective election campaigning.

Since the party has no experience in participating in the election campaign, training seminars were organized in conjunction with the Academy of Public Administration and the Independent Institute for Monitoring the Formation of Civil Society to train party employees and activists on new political technologies for preparing and conducting elections. They trained 150 candidates for deputies of the Legislative Chamber of the Parliament, 6353 candidates for deputies of local councils, 16870 observers from the party, 16870 authorized representatives of the party, 22171 proxies of candidates and this process continues.

As noted at the congress, a group of party experts prepared a draft election program for the Ecological Party of Uzbekistan and held a discussion with activists in the regions of the country.

The election program, which consists of eight sections, covers environmental issues, healthcare, promoting the implementation of state policy in the socio-economic sphere, improving environmental legislation, ensuring environmental safety, developing a green economy, improving the system of environmental education and upbringing, and strengthening international cooperation in the field of environmental protection, and so on.

In particular, the election program provides for the achievement by 2025 of reducing gas and dust emissions into the air in large and industrialized cities by 1.5 times; reduction of water consumption due to the implementation of water-saving technologies in all sectors of the economy and the introduction of water-saving technologies by 25% of the irrigated land area; ensuring the flow of water from the Amu Darya in the Aral Sea region in the amount of at least 5-6 km3 per year; Reclamation work on the drained bottom of the Aral Sea in order to ecological recovery of the Aral Sea; increase in forest cover in the country up to 1.5 million hectares.

At the congress addressed the issue of nominating candidates for the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan on the basis of requirements established by the country's election legislation. It was noted that in the Central Council and the councils of territorial party organizations special commissions were created to select candidates for deputies. The formation of a reserve of candidates for deputies was carried out from among persons with experience in the field of environmental protection and public health, actively participating in public activities and enjoying authority among the population, well acquainted with the program goals and objectives of the party, with a broad outlook, well know their sphere the activities and work of party organizations that understand the essence and content of the reforms being carried out in the republic and are able to convey party ideas to voters. Such qualities as patriotism, professionalism and moral principles of candidates were taken into account.

Particular attention in the selection of candidates was given to gender issues.

The delegates approved the list of candidates to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan.
