On October 15, 2019, the Central Electoral Commission held a regular meeting in the format of a video selector at the CEC International Press Center, in which CEC members, authorized representatives of political parties, and media representatives took part.

The agenda of the meeting included questions on issuing permits to political parties to take part in the elections to the Legislative Chamber of the Oliy Majlis, on the budget for the preparation and conduct of elections to the Legislative Chamber of the Oliy Majlis, in regional, district and city kengashes of people's deputies, on making amendments to Charter of the activities of precinct election commissions on the conduct of elections to the Legislative Chamber of the Oliy Majlis, regional, district and city kengashes of people's deputies, on early suspension of powers the deputy of the Legislative Chamber of the Oliy Majlis N. Rajapov.

As previously reported, on October 10, 2019, authorized representatives of five political parties operating in the political arena of the country submitted to the CEC signature sheets in support of the participation of a political party in the elections.

On October 11-14, to verify the correctness of filling out the signature sheets, the CEC involved permanent members of the Central Election Commission, letter experts from the ministries of internal affairs and justice, specialists, and representatives of civil society institutions. The expert group gave a positive conclusion. It should be noted that authorized representatives of political parties directly participated in this process.

During today's meeting of the CEC, in accordance with the positive conclusion of the expert group, it was decided to issue permission to political parties to participate in the elections to the Legislative Chamber of the Oliy Majlis.

The second item on the agenda approved the budget for the preparation and conduct of elections to the Legislative Chamber of the Oliy Majilis, regional, district and city kengashes of people's deputies. The amount of state funds allocated to finance each candidate from political parties was determined to participate in the elections to the Legislative Chamber of the Oliy Majilis, regional, district and city kengashes of people's deputies. In particular, 10 million 832 thousand soums will be allocated for each candidate for the election to the Legislative Chamber of the Oliy Majilis, 2 million soums for a candidate for regional councils of people's deputies and Tashkent, 1 million soums for candidates for district and city kengashes. In the last election, no state funding was allocated to candidates for local kengashes.

Elections held this year under the slogan “New Uzbekistan. New Elections ”offers a new organizational format in which public funds provided not only to candidates to the Legislative Chamber of the Oliy Majilis, but also to local kengashes, will expand their participation in political debates, increase healthy competition and the level of struggle for each deputy seat.

Other issues on the agenda were also considered. At the end of the meeting, a live briefing was held on the chairman of the central election commission on the issues discussed. Then, the authorized representatives of political parties (deputy chairmen of the parties) were solemnly presented with the decision to issue permission of the political party to participate in the elections to the Legislative Chamber of the Oliy Majilis. After that, the first official debate took place with the participation of political parties on the platform of the International Press Club.
