Global warming and climate policy for over a year are in the top of the German media. On Friday 20 September the climate march reached 1.4 million. People in 600 cities in Germany. More than 19 hours, including overnight on Friday, "climate study" thinking about the answer to the increasing criticism of the lack of government action to protect the climate.

The package includes a new climate law that will make the current and subsequent governments to monitor annual progress and obliges them to reach the climate targets.

The basic details of a new climate package:

The text reaffirms the readiness of Germany to support "climate neutrality" in the EU by 2050.

New climate law, which confirm and reinforce the goal for 2030 and sub-sectors of economy. Annual monitoring, with the support of an independent expert council will have to identify deviations from the objectives. In this case, the ministers will have to respond within 3 months, going out with suggestions how to return your sector back on track to achieve the goals.

Another important element - the introduction of a price on CO2 in the transport and buildings sector. The price will be on a new plan implemented in the form of fixed price of certificates, and must start from € 10 / ton CO2 in 2021 and rise to 35 euros per year in 2025. Insiders say that this price can be raised soon.

The new price of CO2 will be strengthened by additional measures in the sectors. Particularly actions in the transport and / x sectors are insufficient, but a number of new measures have transformational potential, for example:

The development of solar energy will receive new impetus in the form of cancellation of the annual quota. The development of wind power (onshore) will receive a new impetus by the introduction of measures to raise the acceptability of wind turbines in rural areas (a part of the money will go to local communities).

Support, in the PM through measures to improve the state credits energoefektivnosti buildings and heating systems on renewable energy will rise dramatically.

Passenger and freight w / e transport will receive more government investment and tax reduction, which will reduce prices w / tickets. Taxes on air travel will be on the contrary, raised.

sustainable funding strategy will be developed. State Bank KfW is to be transformed into a "bank stability" to support the transition to CO2-neutral economy.

In this case, the German NGOs, academics, business organization and the majority of media harshly criticized the package for his lack of ambition, so the pressure in the direction of the government to strengthen measures will remain. NGOs call for new measures to SOR25 in December 2019.
