On August 9 this year at the initiative of the Ecological Party of Uzbekistan, public hearings were held on the impact of the activities of “Agro-Beijing” LLC on the environment and the health of the population of the territories of the Urta-Chirchik district of the Tashkent region adjacent to the enterprise.

The event was attended by deputies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, employees of the Tashkent regional department of ecology and environmental protection, Uzhydromet, representatives of local governments, the Ecological Party of Uzbekistan, the Ecological Movement and other public organizations, the media and residents living in the adjacent enterprise territory.

The basis for the organization of public hearings was the residents' complaints about the negative impact of the activities of “Agro-Beijing” LLC on the environment and public health.

Participants in the event had the opportunity to get acquainted with the activities of the enterprise.

The representative of “Agro-Beijing” LLC informed about the activities of the enterprise and the measures taken to protect the environment.

Representatives of the Tashkent Regional Department of Ecology and Environmental Protection reported that on December 11, 2018, the enterprise was given the conclusion of a state environmental review for the construction of a facility for the production of dry glycyrrhizic acid concentrate. Due to the fact that the enterprise was launched only this year, the regional department of ecology and environmental protection did not carry out planned monitoring of its activities.

However, after the plant was launched, citizens turned to the Republican Center for State Sanitary and Epidemiological Surveillance with a complaint about enterprise environmental pollution and an increase in the incidence among the population. When the specialists of the center studied the sanitary and epidemiological situation in the settlements around the enterprise, it was revealed that industrial emissions caused some allergic diseases in the population. At the same time, an in-depth medical examination of the population was recommended.

As noted at public hearings, the Law of the Republic of Uzbekistan “On Environmental Supervision” provides for public involvement in the implementation of public environmental control and approves the rights of civil society institutions and citizens to participate in environmental protection and rational use of natural resources.

The participants in the public hearings gave a critical assessment of the enterprise, it was noted that the company lacks an automated system for monitoring pollution sources, as well as an automated system for monitoring the level of pollution of the atmosphere and groundwater in the sanitary protection zone. The issue of recycling industrial waste and connecting industrial and domestic wastewater to a centralized sewage system has not yet been resolved.

It was noted that a survey by the Ecological Party of 129 respondents to study the impact of the activities of “Agro-Beijing” LLC on the environment and public health showed that 97.7% of respondents believe that the atmosphere is polluted as a result of the enterprise, 86.9% of respondents believe that rivers and groundwater are highly polluted, and 89.8% of respondents believe that the activities of the enterprise negatively affect their health. 97.9% of respondents suggested stopping production or modernizing it using modern, environmentally friendly technologies using the best domestic and foreign experience.

Based on the results of public hearings, the management of the enterprise made recommendations on modernizing production, developing and implementing systemic measures to ensure compliance with environmental protection and nature management requirements, as well as on reducing and eliminating environmental pollution, creating an automated system for monitoring pollution sources, and organizing monitoring of soils and underground waters , disinfection and disposal of waste polluting the environment with industrial waste in the area of the enterprise.
